Emmett Carson new CEO of the SVCF spoke to over 100 SVCN members on Dec 18th

Emmett is visiting with Greg Kepferle from Catholic Charities. At the meeting some of the highlights include: All grant making will remain the same for at least 6 months however over time there will be changes and everyone will be notified ahead of time. He wants to learn from both institutions and also bring in new ideas and make them work here. He is passionate and comfortable in supporting advocacy and public policy, however he will be thoughtful and conservative in approach using reliable data while looking for specific issues not every issue. He is a charismatic speaker, careful listener with a strong presence. SVCN looks forward to partnering and working with Emmett as he leads this new foundation. SVCN Membership Report
We have 194 members in our network and have raised over $60,000. Thanks to all for your support of SVCN.

SVCN with CAN and CEN will host the Accountability and Integrity Workshop on Wednesday Feb 7th 2007.

We are planning a Winter 2007 meeting with City of San Jose leaders: Councilmember Judy Chirco, City Attorney Rick Doyle, and Assistant City Manager Mark Linder to discuss City of San Jose contracting issues. Date TBA.

United Way

Issues for the Future

· TB requirements Influences to the sector based on changes occurring at United Way and SVCF.

Systems of Influence
FIRST 5– We understand the consortiums are working through their growing and administrative pains. The cost for collaborative admin may be an issue for the future.

Social Services- We will meet with Will Lightbourne soon about the budget. All General Fund contracts are at some level of risk. We are in discussions with SSA to look at performance based contracting.

City of San Jose-
Community Center Re Use
SVCN attended the council study session and spoke. It looks like the City is leaning toward options that would keep community centers controlled by PRNS and then look to nonprofits to offer services in these locations. Maintenance covered by the City, Operating costs for these services are not clearly defined.

HNVF
We were present at the HNVF all day retreat. Issues discussed sunsettting, change in categories and priorities to eliminate tobacco as a separate category and move toward, adults, youth and families, and seniors. Request to re-evaluate homework centers.

Exhibit F
No further discussions with the City on Exhibit F we are continuing to work on this implementation. Fingerprinting and TB testing will be required but the details have not been clarified.

Changes City Grants
City staff are consistently recommending major changes in the overall grants process. (CDBG, HNVF, BEST, General Fund)

County Budget
Our leadership group will have this focus, over the next 3 months. $200 million deficit projected from General Fund many of our departments targeted at 50% reduction.

Probation- SVCN sent a letter with 13 agencies signing requesting the department to halt an RFQ due to nonprofit financial risk and concern for client continuum of services. This resulted after numerous meetings where the issues could not be resolved. The department subsequently withdrew the RFQ. We will work with Probation to develop processes that are consistent with other county departments.

Public Health- Tom Kinoshita our SVCN consultant is leading efforts to develop stronger relationships with our nonprofit contractors in this department. Patricia will be part of the interview team for the new Director of Health and Hospital Systems in Jan 2007.
