June 2006 News to Members Advocacy and Public Policy ELECTION DAY JUNE 6THwe must remind you to vote. We have critical elections for the Mayor of San Jose, City Council and the Board of Supervisors SVCN and 42 of our organizations support Measure A because we believe this sales tax measure will improve the lives of our clients and those we serve. A YES vote for Measure A – is a YES vote for health care, senior services, children’s programs and a variety of human services programs and transportation improvements for our community. Nonprofit funding has been dramatically cut over the last four years and our agency and our clients have felt the impact of those cuts. Measure A will raise over $160 million annually for our county and that will go a long way to providing services for the future. Please vote on June 6th and support Measure A to improve the quality of life in our county. It is small increase for all us but it will go a long way to improve Santa Clara County. If you have signed up to be on the Foundation’s email list, you will receive an email notification. For ten years, the Sobrato Foundation has voluntarily been a strong supporter of important mental health services and care for people with mental disorders. However, due to Proposition 63, the Sobrato family will now be providing its support for mental health services through its increased taxes to the State of California. As a result, local nonprofits with a primary mission of mental health will now apply for government funds through local County Mental Health Departments rather than directly to the Sobrato Foundation and its competitive grant making process. Units are generously offered rent-free and tenants are financially responsible for a security deposit as well as utility costs. For details http://www.Sobrato.com/foundation/space.htm Data and Odds and Ends A landmark UCLA study suggests friendships between women are special. They shape who we are and who we are yet to be. They soothe our tumultuous inner world; fill the emotional gaps in our lives. And now, scientists suspect that hanging out with our friends can actually counteract the kind of stomach-quivering stress most of us experience on a daily basis. A landmark UCLA study suggests that women respond to stress with a cascade of brain chemicals that cause us to make and maintain friendships with other women. It's a stunning find that has turned five decades of stress research---most of it on men---upside down. The discovery that women respond to stress differently than men was made in a classic "aha" moment shared by two women. Drs. Klein and Taylor said “there’s no doubt, that friends are helping us live longer. So when you are feeling stressed call your friend it may help you more than you know. The County of Santa Clara has changed their vendor Insurance Data Services (IDS) for Insurance Services and will now be using Periculum Services Group. The County will do all it can to ensure a smooth transition. If you encounter any problems during this transition, you should contact the County department responsible for your contract. If you and the department are unable to resolve the issue, contact the Insurance Technical Manager in the County's Insurance Division. City of San Jose The City has agreed to extend reporting deadlines to 30 days after the end of the quarter. This was a major issue for our agencies and we appreciate the City accommodating our request. Community Center Reuse Strategy We appreciate the lead advocacy on this issue by the CFSV. Many agencies attended and spoke at the hearing on May 16th. This issue has now been referred back to staff for more research and information and this will be reported at the June 6th City Council meeting (for more information check the City website). SVCN expects to continue to monitor this issue and our position remains that “the City can not expect to salvage their fiscal difficulties at the expense of nonprofit providers.” Our complete position is listed on the SVCN website. FIRST 5 We continue to monitor and over the next few months we will meet with Commission members. Immigration SVCN completed a formal position which is posted on our website and will be part of our advocacy. MHSA If your agency is interested in becoming a MediCal eligible organization you might want to take a look at our position to the Mental Health Department on Access for new providers. For more information contact Dr. Mary Hiland at mary@hiland-assoc.com Probation Our advocacy has resulted in the restoration of $250K in cuts for nonprofits for the FY07 budget. SVCN data analysis showed nonprofit services have been cut over $1 million over the past 4 years while services inside Juvenile Hall and at the Ranch have increased well over $3 million. We will be working toward increased equity in our cost reimbursements, advocacy for the JJCPA funding for our county and equitable funding for community based services as we move toward budget hearings. Social Services We continue to advocate for the $1.3 million in one-time general funds to be restored again this year for general fund services, Immigration and Status Offender Services. This request has been added to the one-time add back list that will be voted on the last day of budget hearings on June 27th. |
