November 2006 News to Members SVCN Membership News Join us for dialog and discussion featuring Emmett D. Carson, Ph.D. CEO and President of Silicon Valley Community Foundation on December 18th at the United Way Building 9-10:30am. “I want the Foundation to engage as many people as we can throughout the San Mateo and Santa Clara counties to help us identify the most important regional issues. I want the Foundation to support, encourage, and partner with those nonprofit organizations and institutions that are advancing the best ideas to address those regional themes in the context of their local communities,” -- Emmett Carson Nonprofit contracts are taking up to 5 months to be signed and paid and the City of San Jose recognizes this is not acceptable. SVCN has been appointed to be part of the City of San Jose Contract Streamlining Taskforce. This taskforce is comprised of representatives from the City Manager, City Attorney, PRNS, Housing, Arts and others This taskforce is charged with looking at improving the contracting process, reviewing monitoring requirements, seeking improved payment and Exhibit F. The City has heard our cry for help and we are working on a creating a better contracting process for our nonprofit providers. Thanks to all agencies who called or wrote letters. Advocacy and Public Policy Change is happening in our political environment. Youth voting in this last election was the highest in 20 years. In a year of rising turnout, young people led the way—repeating the pattern that we saw in 2004. Nationwide, in House races, 61% of young people voted for Democratic candidates - the highest proportion for any age group." Media Opportunities Every 18 months, the Arts Council produces the Silicon Valley Arts & Business Awards (ABBYs), the only arts-related philanthropic community event in the region. Executives on the Move Debra Feldstein is moving on from City Year to spend more time with her little one. Judy Armstrong has joined UWSV as the new Senior Vice President for Resource Development. At the new SV Community Foundation Vera Bennett, PCF’s long-time Chief Financial Officer and Interim CEO since January will serve as Chief Financial Officer overseeing the finance, investments and grants administration departments. Mari Ellen Reynolds, Director of Development of CFSV, will serve as Chief of Staff overseeing the development marketing/communications departments. SVCN wanted to know so that we could all use the same language… Sounds simple… so we asked Tom Kinoshita, SVCN consultant to do research for a definitive explanation of RFP (Request for Proposal) and RFQ (Request for Qualifications). He researched via the Internet using "google" and "wikipedia". He contacted the PCF Nonprofit Development Center and we could not come to a definitive answer so after hours of research and came to the same conclusion that there is no specific definition for RFP or RFQ. The results were not conclusive in any way. RFP and RFQ are used interchangeably that is just the way it is. It was agreed that our experiences with grant writing clearly demonstrated that each grantor of funds i.e., foundations, government, etc. defined their own RFP and/or RFQ processes and developed their own tools. Therefore, this is not a task for SVCN. It will be incumbent on nonprofit agencies to work with the funding institutions to help promote useful and more effective RFP and RFQ processes and outcomes, i.e., needs, scope of services, budgets, etc but a common definition is not a useful strategy. Data, Odds and Ends The IRS has increased the standard mileage rate commonly used to reimburse employees for business use of a car to 48.5 cents per mile, up from 44.5 cents in 2006. The new rate will apply to miles driven beginning January 1, 2007. Employers who use the IRS standard mileage rate to reimburse employees may deduct the reimbursement as a business expense. Silicon Valley/San Jose Business Journal ‘s 2006 Corporate Philanthropy Awards Breakfast— On December 7, Patricia Gardner from SVCN will moderate a panel at the Silicon Valley/San Jose Business Journal ‘s 2006 Corporate Philanthropy Awards. Panelists, including Peter Hero from CFSV, Tim Silva from Wells Fargo and other corporate philanthropists will discuss—How Silicon Valley Can Become A More Philanthropic Community: Creating Win-Win Relationships. This will be a good networking event for nonprofit fund developers and board members as well as a learning opportunity on how to successfully attract corporate funding. Public Policy Influence City of San Jose Nonprofit Contracts- Exhibit F The HNVF Committee is holding a day long retreat and planning session with community members and nonprofit organization to look at the long-range vision and direction on the HNVF funding program. We encourage agencies to attend this event on December 7th from 9-4 at the Camden Community Center. Community Center Re-Use The City of San Jose will be having a study session on the Reuse Strategy on December 8th from 1:30 to 3:30pm at City Hall. Items that will be reported on include: that the implementation of the Facility Re-Use strategy will likely not result in the General Fund Savings that were initially projected and that nonprofits require funding and support to operate and maintain city community centers The County GET ON THE LIST The County of Santa Clara is making doing business with the County easier through the posting of solicitations on the County's new bid posting website. For information on registering to receive bid postings and additional information whenever the County department releases them, visit www.rfpdepot.com/SupplierRegister/. Registration is free to access the County's solicitations. Insurance Update Periculum Services Group (PSG) provides insurance compliance services for the County of Santa Clara. PSG works directly with the County's contractors to obtain insurance documents so YOU ONLY HAVE TO SUBMIT ONCE. So be sure your insurance information is up to date and on file with PSG when they ask. Since many nonprofits have contracts with multiple County departments, it is possible that you will be contacted more than once but let them know you are on file with PSG.
