A Dialog and Discussion with CFSV and PCF on the newly merged Silicon Valley Community Foundation was held on September 28th. Advocacy and Public Policy
Bills that are signed into law by Governor Schwarzenegger that are of interest to nonprofits.

· Simitian Bill to permit donations of electrical power (SB 423).
· An increase the minimum wage (AB 1835), (to $7.50 on Jan 1, 2007 and $8 on Jan 1, 2008)
· Casino Nights and Monte Carlo Nights are legal again for nonprofit fundraisers but there are new rules to adhere to. Check the Attorney General website shortly for these. (AB 839)
· Extension of the legal limit for terms of nonprofit board members from three to four years. Consecutive terms allowed by law (AB 2303).
· The state to pays its bills electronically (AB 1098).

Requirement that the state to pay a one percent penalty per day for delayed grant payments (AB 2541).

Board Leadership Evaluation: The Board’s Self-Assessment at Community Foundation Silicon Valley on Tuesday, October 24 from 8:00 to 10:30 a.m. Board self-assessment survey tools, as well as strategies to ensure that your Board is asking “the right questions”. Media Opportunity
The San Jose Mercury News will be developing a special section on Giving. The intent is to showcase Silicon Valley charities, arts organizations and community service group right before the Holiday Season of Giving. Nonprofits can place ads at reduced rates to highlight your organization including an advertorial article about your organization with photos if that is provided. This could be the opportunity your organization is looking to reach out to a broad section of our community and reach potential donors and volunteers while highlighting your services to the community. Executives on the Move
Tom Kinoshita has joined SVCN as a Public Policy Consultant. Lisa Breen Strickland is leaving CEN to become the new Director of Community Partnerships and Resources at Future Families. Heather Macdonald, formerly of Menlo Park-based Art in Action has joined American Leadership Forum - Silicon Valley (ALF-SV) as Vice President of Operations, and Sarah Roberson, formerly of City Year, is ALF-SV's new Program Coordinator. Loretta Gallegos after 12 years as Executive Director of Rebuilding Together Peninsula has joined CEN as the Associate Director for Member Resources. Veronica Goei is the Executive Director for Estrella Family Services after 7 years of being with of Grail Family Services. Leonard Ely long time board member and philanthropist from Palo Alto received the 2006 Spirit of Philanthropy Award from the Community Foundation Silicon Valley. Emmett Carson, PhD., the first president and CEO of the Silicon Valley Community Foundation begins on November 1st. Welcome!

Grants and Information
Cadence has begun accepting proposals for the beneficiary of their 2007 Stars & Strikes fundraiser. Since the early 1990's, Cadence has raised nearly $9M through this unique fundraiser. Because they pick a single beneficiary and their donation has been between $750K and $1M since 2001; the project they look for is in a fairly nitch area of possibilities. Public Policy Influence
City of San Jose
Nonprofit Contracts- We realize most of you have not received your City of San Jose Contract or any payments for services. We have asked the City for a working group to help find better solutions to improved contracting with the City. SVCN is doing all that we can however, we suggest nonprofits contact their Council members to let them know you have not received your contracts or payments and ask them to refer this matter to the Making Government Work Better Committee (Yeager, LeZotte, Reed and Cortese) and a copy to the Mayor’s office to Joe.Guerra@sanjoseca.gov.

Exhibit F
Exhibit F is a new requirement of the City and will become part of all PRNS and service related contracts. This Exhibit addresses both fingerprinting and TB testing for staff and volunteers.

The intent of this agreement is to ensure that staff and volunteers have had sufficient background checks to ensure that each organization is in compliance with the Child Abuse and Neglect Reporting Act and the Penal Codes related to person’s convicted of sex offenses with authority over minors. There will also be requirements to not cause the transmission of TB. We encourage all nonprofits that contract with the City to complete our survey at http://www.surveymonkey.com/s.asp?u=82202630327

Throughout the month of September, SVCN held a number of focus groups related to the City of San Jose nonprofit issues. Over 85 organizations were part of these discussions. Our report focuses on the perspectives and major themes and issues that most nonprofits agree the City needs to take into consideration related to the community center reuse plan. The County
Santa Clara County Department of Family & Children’s Services, Department of Probation, Department of Mental Health invites interested nonprofits to attend the WRAPAROUND PROGRAM REVIEW~ November 2, 2006 at 8:30am to 5:00pm (both days) at the International Brotherhood of Electrical Workers (IBEW) Hall 2125 Canoas Garden Avenue, Suite 100 San Jose, CA 95125. The purpose is to review the present Santa Clara County Wraparound Program, Identify variations of Wraparound Program, Identify the needs of DFCS, Probation, & Mental Health clients, Discuss possible improvements to the present Santa Clara County Wraparound Program. Probation
Our meeting with Judge Richard Loftus resulted in a positive dialog about how to improve services for youth in the Probation System. We plan to have a series of these dialogs with various stakeholders such as the Public Defenders Office, Educators, United Way and others. We will keep you and our Probation Group posted, check our website for meetings.
