COUNTY BUDGET INFORMATION

 

SVCN continues to actively monitor, advocate and look for opportunities for service add backs that may occur during the Final Budget Hearings the week of June 11th.  We have prioritized the core services that must be protected from cuts including the Social Services General Fund, Outpatient and Residential Drug and Alcohol, Unmet Civil Legal Services, and outpatient Mental Health. We are also strongly concerned about cuts to a variety of county programs such as immunization, school link services, Public Health nurses, Gateway, WIC and others. We will actively advocate for restorations in our entire county system of care. See budget-hearing schedule.

 

City of San Jose Budget Impacts

The City of San Jose general fund grants are scheduled for 1.7 % cut in their contracts which could amount up  to $300,000 for all our nonprofits primarily providing social service programs.  Councilmember Liccardo is requesting the council to restore this funding as the city relies heavily on nonprofits to provide an array of services to San Jose.

 Please call your respective Councilmember to request their support of this restoration.

 SVCN Hosts Ethnic Led and Ethnically Center Roundtable

SVCN embarked on a special project this year and identified the need for small to mid-size ethnic providers to have a stronger voice in the public sector. SVCN along with its partners, County of Santa Clara CALWORKS, Santa Clara County Office of Human Relations, Center for Excellence in Nonprofits, CompassPoint, United Way Silicon Valley, Silicon Valley Community Foundation and First 5, convened over forty ethnic providers to address the issues that face their organizations. SVCN has decided to continue this group under the leadership of SVCN Board member Olivia Mendiola from MACSA.

Here are some of the areas of concerned addressed

·         Minority lead organizations have limited access to program officers who understand their ethnic community

·         More ethnic people need to be represented on foundation boards to improve education on minority needs to reflect the community they serve.

·         Challenge in meeting Evidence based work requirements: Current evaluation tools, results based management programs may not take into the account ethnic group needs and therefore may not have the same results.  Resources are  needed to develop ethnic specific, culturally competent evaluation tools for their programs.

·         Challenge in proving that cultural competency is not related to bilingual competency: Most agencies reported that to be culturally competent is not a matter of being just linguistically competent.

·         Agencies reported that they are subject to many stereotypes by funders and there is a lack of understanding and value to each unique ethnic need or program.

Workshops of Interest

Jim Collins to speak at 20th Annual CompassPoint Nonprofit Day on July 12th! At the San Francisco Hilton, Jim Collins, celebrated author of Good to Great and Good to Great and the Social Sectors will be the keynote speaker.  He will spend the morning discussing his transformational work that has helped hundreds of organizations understand what distinguishes great organizations from merely good ones. Ask the Fundraising Expert

Grant Opportunities

County of Santa Clara

Adult and Juvenile Probation will have upcoming RFP’s for some of their services. DADS will also be releasing RFP’s for their Residential Drug and Alcohol Programs. Please be sure to check the county website and sign up for the free alert system RFP Depot to be sure to be alerted to these RFP’s.

 

Survey of Interest

Hiland and Associates is conducting an assessment of the professional development needs of nonprofit managers. Managers want career path, leadership, or significant training to enable them to grow and develop as nonprofit leaders. This survey’s goal is to learn what nonprofit managers want and/or need in order to grow and advance consistent with their interests and career goals. The survey results will be used to develop, and advocate for, relevant resources and professional development and training opportunities for mid or high level nonprofit managers. City of San Jose

HNVF

HNVF committee discussion and meeting is on June 20th at 4pm.

We thank the City for agreeing to make the modifications requested by SVCN to Exhibit F.

SVCN is working with PRNS Department to provide a training workshop on Exhibit F and the process for agency reimbursement for first time compliance.

Patricia has also been asked to be a part of the interview team with the City which will hire the Results Based Accountability Consultant to help design the model and process.

 

Community Center Re-Use

The City Council will hear a report on Re-Use at their June 11th meeting. The City has a three-year strategy to restore community center staff resources lost in the past five years. PRNS budget proposal will allow for continued operations of re-use sites that focus on the system's strengths: continued service in high demand areas and partnerships to leverage outside resources.  Restoring community centers to full staffing levels will take multiple years and a consistently healthy economy.  It will also require the ability of new and expanded facilities to take full advantage of their physical resources to accommodate programs that generate revenue, successful partnerships, and ensures access for all San José residents. SVCN will continue to keep on top of this issue.  

 

Update on meeting with MAYOR REED

SVCN recently met with Mayor Reed to update him on the nonprofit issues related to contracts with the city and he is interested in working with us to ensure prompt payment for our nonprofit contractors. We also thanked Mayor Reed for his support to exempt nonprofits from the City Lobbying Ordinance and his support and advocacy on Exhibit F.

 

Executives on the Move

The stork is circling around SVCN as two of our leadership members Michele Lew of AACI and Christa Gannon of FLY soon begin their maternity leave. We wish them rest before the little ones’ arrival. Sherry Simmons is headed back to San Francisco and will be at the Northern CA Community Loan Fund. Sharon Barbaccia from the City of San Jose HNVF is moving over to the San Jose Police Department. Vonza Thompson, President and CEO of ALLIANCE for Community Care, recently celebrated her 30-year anniversary with this merged organization. Peggy Simms is the acting interim Director at ARH Recovery Homes.
